France records 5,764 excess deaths in June heatwave

A historic June heatwave caused 5,764 excess deaths in France, highlighting the mounting economic and infrastructural costs of extreme weather for European businesses and public services.

France experienced 5,764 more deaths than expected during a severe heatwave last month, marking the highest excess mortality rate from heat since the devastating summer of 2003. Public Health France reported that regions affected between June 17 and July 2 saw 21,674 total deaths, compared to an expected baseline of 15,910.

The spike was concentrated in the days immediately following the hottest temperatures on record. France recorded a national average of 30 C on June 24 and 25, with many areas surpassing 40 C. Just over half of the excess deaths occurred in the immediate wake of that period, over three days from June 25 to June 27.

For the French economy, this 36% mortality surge represents a severe shock to workforce productivity and critical public infrastructure. Extreme heat forces widespread absenteeism, particularly in outdoor sectors like construction, logistics, and agriculture. It simultaneously pushes regional healthcare systems to their operational limits, diverting public resources away from routine economic functions.

A widening climate risk premium

Investors and insurers are increasingly treating these recurring climate shocks as a systemic European risk rather than isolated anomalies. The 2003 heatwave killed an estimated 15,000 people in France and forced a continental reckoning on building standards and grid resilience. The fact that excess mortality is approaching historic highs two decades later signals that adaptation measures are struggling to keep pace with escalating temperatures.

The sustained overnight heat recorded during this period compounds economic strain by driving up energy demand for continuous cooling, testing grid stability precisely when summer demand peaks. For European utilities, commercial real estate firms, and supply chain operators, the latest data points to an unavoidable capital expenditure cycle. Retrofitting infrastructure for climate resilience is now an immediate financial imperative, as businesses that fail to account for these disruptions face significant financial exposures.
