US launches $5bn AI science fund, reshaping research
The US has committed over $5 billion to an AI-driven science initiative and outlined plans to restructure $200 billion in annual federal research funding, a structural shift that threatens to draw talent and capital away from European institutions.
The White House has committed more than $5 billion to the Genesis Mission, an Energy Department-led initiative deploying artificial intelligence across scientific research. Established by a November 2025 executive order, the programme will fund 278 projects selected from over 5,000 applications, drawing on resources from more than 15 federal agencies.
The initiative is the largest marshalling of federal scientific resources since the Apollo programme, according to the administration. Funded areas extend beyond nuclear energy to include biomedical research, energy grid reliability, quantum computing, and microelectronics manufacturing.
A structural shift in research funding
The funding injection accompanies a broader structural overhaul of the American scientific establishment. White House science adviser Michael Kratsios released a report to President Trump calling for a fundamental rethinking of roughly $200 billion in annual federal research spending. The blueprint directs agencies to shift away from traditional university grants toward AI-powered research systems and flexible, investigator-driven funding.
The administration wants to expand a model where individual scientists receive funding without submitting detailed experimental plans. Agencies holding at least $3 billion in research authority must submit implementation plans within 90 days to enact this shift.
Crowding in private capital
The federal money is already acting as a magnet for private investment. The largest single award is a $60 million nuclear energy project called Prometheus, which uses AI to design and operate reactors. That public commitment has secured more than $200 million in industry cost share and an additional $30 million in private capital.
Implications for Europe
For European policymakers and investors, the announcement signals a sharp escalation in the global competition for AI talent. The US is moving beyond relying solely on export controls to maintain its edge, instead using massive public funds to anchor research domestically.
The urgency is driven by a rapidly closing performance gap with China. According to Stanford’s 2026 AI Index, the difference between the best American and Chinese AI models has fallen below three percent, even though the US spends 23 times more on private AI investment.
By bypassing universities in favour of direct, mission-driven funding for emerging technologies, the US is creating a highly concentrated research environment. European institutions, which remain heavily dependent on academic frameworks and fragmented national funding, risk losing top researchers to these well-capitalised American programmes.
