Heatwave deaths force Europe to confront housing inefficiency
More than 3,700 deaths during a June heatwave are forcing European governments to confront a systemic failure in housing policy that leaves millions of tenants in dangerously inefficient buildings ahead of crucial 2026 renovation mandates.
A June heatwave killed more than 3,700 people across France, Belgium, and the Netherlands. These fatalities were not natural disasters, but the direct result of political choices regarding building standards and tenant protections. As temperatures rise, Europe's housing stock is becoming a public health liability.
Nearly 75 percent of the EU’s buildings are energy inefficient, designed for a climate that no longer exists. Almost one-third of Europeans rent, and these households are disproportionately trapped in poorly insulated properties. Tenants frequently cannot install basic protections like external shutters without landlord permission.
The infrastructure gap is particularly stark in southern Europe. In France, 66 percent of the population struggles with indoor heat, and 43 percent of homes lack shutters on sun-exposed windows, according to the Fondation pour le Logement. Spain has seen average temperatures rise 1.69°C since the mid-20th century, yet 75 percent of its buildings fail current energy standards.
Portugal faces similarly prolonged heatwaves, where the ZERO campaign has highlighted how energy poverty prevents households from affording to cool their homes. Across the continent, extreme heat is disrupting transport and pushing power systems to their limits. Those least able to adapt their properties are paying the highest price.
The economic implications of this failure are mounting. Spain launched renovation programmes worth over €4 billion between 2021 and 2025, but a tiny fraction of applications came from vulnerable households. Subsidies are currently failing to reach the least efficient homes, meaning public money is not resolving the core safety issue.
Addressing this requires a rapid shift in construction markets and municipal planning. Passive cooling measures like insulation and external blinds can lower indoor temperatures by 4 to 5°C, significantly reducing pressure on electricity grids. Some cities are already acting, with Athens appointing a chief heat officer to implement long-term strategies.
A regulatory test in 2026
When active cooling is necessary, heat pumps powered by renewable electricity offer a solution, though innovative financing like social leasing is needed to remove upfront costs for low-income tenants. The regulatory landscape is about to tighten regardless. Member states must submit final National Building Renovation Plans by the end of 2026.
Draft plans have so far fallen short of setting credible roadmaps to phase out fossil fuels in buildings by 2040. Inaction carries serious commercial and social risks. French tenants have already launched the "Pas de volets, pas de loyer" campaign, demanding the right to withhold rent to install shutters themselves.
For policymakers and the construction sector, the calculation is straightforward. Upgrading Europe's worst-performing buildings is no longer just an environmental target, but an urgent economic necessity to prevent further loss of life and social unrest.
